Skip the lighter flame at your paper and use hemp wick instead. This RAW bundle gives you 20 feet of it. Light the end, then tilt it up or down to control how big the flame gets. Use the lit wick to light your roll, and blow it out when you're done. Unwind just a few inches at a time and keep the rest coiled. Keep a lighter or butane torch nearby to get the wick started.
